2. Identify the proposed peer program topic, and the needs and issues to be addressed.

Applications must be submitted three to four months prior to the desired event date to allow sufficient time for travel processing and administration.

Identify the individual(s) who are being invited to participate. Include their organization, contact information, and their demonstrated expertise relative to this peer exchange.

Estimate the costs for each invited participant needing travel reimbursement. These participants must confirm their attendance before they will be contacted for travel authorization and reimbursement. Allow 6 weeks for travel authorization processing prior to the event.

If assistance is needed in finding an appropriate peer, please let us know.

Private sector consultants will not be accepted as peer participants unless accompanied by a transportation agency that has contracted them to do a project related to the peer topic. Consultant fees and compensation are the responsibility of the transportation agency.

  • All travel costs are estimated using standard federal travel per diem, mileage, lodging, and transport rates. First and last travel dates are calculated at 75% of the full daily rate.
  • Airfare estimates must be based on Federal Travel agency rates and may be purchased only through Federal travel orders.
  • Travel costs include rental cars, POV mileage at federal rates.

Notes:
* Support documentation is not required when FHWA Divisions or FTA Regional Offices submit an application on behalf of an MPO, RPO, SDOT, transit agency, or tribal government. However, the appropriate FHWA Division and FTA Region Offices are encouraged to cooperatively concur that the assistance is needed.

+ Documented support from both the appropriate FHWA Division and FTA Regional Offices is required when an MPO, RPO, SDOT, transit agency, or tribal government is the applicant.

SELECTION CRITERIA

Interested public agencies are encouraged to apply for the program by submitting this application to the FHWA Division or FTA Regional Office in their State or Region.

Preference will be given to applicants who:

  • Submit their applications three to four months prior to the peer program event.
  • Demonstrate the importance of the planning issue with respect to regional and statewide goals and to the planning factors set forth in TEA-21;
  • Discuss how they will specifically use the information shared in the Peer Program;
  • Take steps to determine a suitable peer MPO, RPO, SDOT, transit operator, or tribe that has the expertise and knowledge to provide requested technical assistance;
  • Take steps to show that the requested technical assistance is warranted and will be beneficial to the region;
  • Demonstrate a strategy to evaluate the entire exchange experience;
  • Document that coordination and concurrence have been achieved through both the appropriate FHWA Division and FTA Regional Offices.
