Steps 3 and 4 are part of the goals and objectives stratum. Step 3 is Define Deficiencies and Step 4 is Describe Future Objectives. Step 3 feeds into Step 4, and Step 4 leads to Step 5. Steps 5 and 6 are part of the decision-making stratum.
